Joaquín stated his career at Dow Chemical, then for 13 years he worked at Abengoa where he led as CEO the technology (Telvent, Nasdaq) and bioenergy business, being 10 years member of executive committee of the company until 2002. He lived in Spain, Mexico and the USA during these years.

Then he joined EDP (Energía de Portugal) where he was managing director and CEO of Hidrocantábrico, vice-chairman of Naturgas, chairman of the renewable business, board member of Telecable and Retecal, and board member in the TSO REE and the whosale market OMIE.

Joaquín then moved in 2005 to become managing director of ONO where he led the integration of ONO and Auna to form the lead telecom cable business in Spain (sold to Vodafone in 20214).

From 2009 until 2015, Joaquín was deals partner at PwC Spain and for five years until 2015 he led the advisory business (deals & consulting), and was member of the EMEA leadership team, and board member of PwC Advisory Americas appointed by the US firm.

In the 2016 -2020 period Joaquín has been an entrepreneur, becoming CEO of Altán Redes (Mexican 4G telecom company), and CEO of Taiyo (investment fund in solar PV in Japan), and CEO of Podo (lead retailer of electricity, gas, and home services in Spain), being founder of all these companies.

Felten’s expertise stems from an understanding of the business model issues of fixed network rejuvenation and from there expands into all aspects impacting the business model: technology choices, service opportunities, go to market strategies, regulation, etc. He also analyses public policies aiming at promoting the deployment of fiber rich networks.

With 5G approaching, his expertise develops outwards as the lines between fixed and wireline broadband blur, architecturally and from a policy perspective. His recent work has focused on addressing market stability issues and risks of increased digital divide that may result from a haphazard development of 5G.

Before starting Diffraction Analysis, Felten was a Director of Access Network Research at Yankee Group where he led the company’s research efforts in the NGA field. Prior to that, Felten was a Telecoms Consultant for 8 years, and even further back worked at deploying and selling fiber access to businesses in Belgacom's French subsidiary.

Felten lives between Hong Kong in Paris. He complements his day job by blogging about the economic and social impacts of next generation access on www.diffractionanalysis.com and tweets under the handle of @fiberguy.

To open the US local telephone market to competition, Andy has been involved in most new legal and regulatory policies at the Federal Communications Commission, at state public service commissions, in Congress, and before courts. He helped shape crucial provisions of the Telecommunications Act of 1996 and used similar approaches to promote the opening of foreign markets. He also obtained one of the first competitive local service and interconnection agreements in continental Europe and the first competitive fiber network application in Japan. Andy’s practice includes strategic analysis of companies’ telecom user agreements, renegotiating existing agreements, and negotiating new, more favorable telecom user agreements.

For nearly a decade, Andy served as senior vice president, legal and regulatory affairs, for MFS Communications, the nation’s largest competitive local services provider. One of the founders of MFS, Andy helped guide the company from startup to its eventual sale for $14.4 billion to WorldCom.

Frequently writing and speaking on telecommunications, Andy’s work encompasses more than 170 articles and five books, including two Dow Jones books on telecommunications. He occasionally appears on National Public Radio, C-SPAN, Bloomberg News Network, and ABC News, and he served on the editorial advisory boards of Phillips Publishing Company, Internet Law and Regulation, Telecommunications Alert, Telecommunications Reports, Telecommunications Regulatory Monitor, and The Satellite Compendium.

Andy served as general counsel to the International Teleconferencing Association and as Andrew D. Lipman practices in most aspects of communications law and related fields, including regulatory, transactional, litigation, legislative, and land use. Prior to joining Morgan Lewis, Andy was a partner in the corporate practice of another international law firm, where he was also a member of the executive board and leader of the telecommunications, media and technology practice. Before entering private practice, he participated in the legal honors program at the US Department of Transportation and served in the Office of the Secretary of Transportation. He also served as an extern law clerk to Judge Raymond Sullivan of the California Supreme Court.
